Are Chinese Citizens Allowed to Leave China?

The simple answer is – yes, Chinese citizens are allowed to leave China.

Any Chinese citizen who wants to leave China needs to apply for a passport (or a visa for Hong Kong). So in theory they can be denied a passport by the local police department.

Generally speaking, most middle class Chinese citizens don’t have any particular problems with obtaining passports.

Usually this question is more of a case of are Chinese citizens allowed to enter other countries?

In general Chinese people can travel quite freely to Hong Kong, Macau and other Asian countries like Thailand. Indeed Chinese tourists are now a very common sight in Thailand.

Chinese people can visit pretty much any country on the planet. However, most Western countries impose severe restrictions on them.

In the case of the UK, most Chinese people visit the country as part of an escorted tourist tour.

It’s not unknown for lone travellers to be granted a visa to visit a Western country like the UK, USA or Canada. It’s easier to get a visa if the Chinese person can demonstrate that they have assets in China (i.e. money and/or a property) and they have a reason to return to China (i.e. a reasonable job).

Chinese people with family overseas are another class of Chinese citizen that usually find it quite easy to leave China. So if you marry a Chinese citizen then your spouse’s family could visit you, especially if you’ve been married for several years.

One other point worth raising is that it’s generally fairly difficult for a single Chinese female to leave the country and visit you in the UK, Canada, Australia or USA. So be very wary of women who say that they can visit you. Often this is the sign of a classic dating site fraud.

Having said that, it’s not unknown for Chinese women to be granted visas. But generally speaking they’ll have to be middle class, reasonably wealthy and speak some English.

So the answer is – yes, Chinese citizens are allowed to leave China.
